A seasoned communications specialist, Mr. Diukarev has a broad range of experience in public and government affairs consulting, issues management, public education campaigns, special events planning and management, media relations, media training, crisis preparedness and crisis management.

He has developed, planned and successfully managed many communications campaigns for the clients, ensuring consistency of actions with clients' partners, employees, authorities, KOLs and other audiences.

Has worked in crisis situations with very short deadlines being able to pull together all necessary resources, manage the team in the most effective way, finding creative solutions — all aimed at achieving desired result.

Before joining The Willard Group in October 2000, Mr. Diukarev worked for two years as an independent consultant to several international and local companies.

February 1996 through January 1999, Mr. Diukarev held a managerial position with Burson-Marsteller NIS. In this role, he was responsible for development and execution of communications strategies and programs for business-to-business and FMCG clients. Organized and conducted seminars across Russia (as an integral part of a nation-wide program) for U.S. Treasury on a new $100 bill introduction. Being a part of the Burson-Marsteller worldwide team, managed crisis for a major U.S. client, focusing on media relations with local and international media. Developed and supervised execution of crisis preparedness programs for two key agency clients.

In 1989-1996, as a PR Group Manager with Young & Rubicam Moscow, Mr. Diukarev organized PR activities in Russia and other CIS markets for many multinational clients, including AT&T, Baskin Robbins, Philip Morris, Electrolux, McVitie's, Intel, Danone, Colgate Palmolive, DHL, Lucent Technologies, Project Help, Sotheby's, Reader`s Digest, and many more.

Roman Diukarev served 3 years as senior expert at International Transportation Department with the Ministry for Foreign Trade of the USSR, followed by one year as senior expert at V/O Vneshtorgreklama, the leading (and only) ad agency in the Soviet Union. Prior to that, immediately after the graduation, he spent 3 years as military interpreteur in Ethiopia.

Mr. Diukarev holds a diploma from the Moscow State Institute of International Relations (MGIMO), Faculty of International Economic Relations, Transportation Section.
